At Chai Pathshala’, Tea growers urged to go organic
ITANAGAR, Nov 20: The first ever ‘Chai Pathshala’ in the state, a training programme on scientific tea cultivation organized for the tea growers, concluded here today.
Organized by the Department of Trade and Commerce in collaboration with Tea Research Association, Arunachal Advisory Centre, Itanagar and Regional Office of Tea Board of India, Itanagar at Officer’s Hostel here, the training covered various tea cultivation related issues.
Director, Trade & Commerce Tokong Pertin, who presided over the valedictory function, exhorted the participants to take up the tea cultivation vigorously in order to make the Chief Minister’s Mission Mode Project on Plantation Crops a success. He encouraged the tea growers to go for organic tea. Pertin who distributed participation certificates to all tea growers, who attended the programme, said that the ‘Chai Pathshala’ is aimed at imparting technical knowledge and methods of tea cultivation through training to the tea growers.
Senior journalist Taro Chatung highlighted about the history of tea cultivation in India and its impact in the world economy.

RD engineers write to CM
ITANAGAR, Nov 20: In a representation to the Chief Minister recently, All Arunachal Pradesh Rural Development Department Engineer’s Welfare Association (APRDDEWA) and engineers of DRDAs have appealed him to direct the authorities concern to absorb the post of APO (RE), TA(RE) and TA (IWDP) into the RD department in the larger interest of the 139 engineers currently serving under the RD department and DRDA.
Stating that the engineering posts in DRDA were created under the aegis of RD programs and hence all the engineers of DRDA are directly RD department engineers/staff, the Association further suggested absorbing the EO (RE) of RD department as APO (RE) or TA (RE) in DRDA as per availability of vacant post.
As per GoI the MoRD department has its own independent ministry and mode of funding for various RD schemes which is implemented by the concern state’s RD department through DRDA at district level and BDOs at block level with the involvement of elected PRI bodies. Hence any move to divide or merge the posts of DRDA engineers will badly hamper the functioning of the RD department, it added.

ACS appeals for deferring APTET
ITANAGAR, Nov 20: Arunachal Civil Society (ACS) has sought the intervention of Education Minister to defer the APTET (Arunachal Pradesh Teachers Eligibility Test) beyond December, 2015.
The APTET scheduled on December 20 coincided with MA, M Sc and B.Ed semester examinations to be immediately followed by NET which will over burden the candidates appearing in those examinations, including from outside the state, said ACS in a memorandum to the Education Minister.
Further, the teachers engaged in National Population Registration (NPR) from November 15 to December 15 will not get sufficient time to prepare themselves for the examination, ACS reasoned and appealed to the Education Minister to postpone the EPTET to a convenient time after December.

NES condole deaths of two mothers
ITANAGAR, Nov 20: The executive members of Nyishi Elite Society (NES) today assembled at Papu Nallah, Naharlagun and mourned the deaths of Tao Yami and Techi Meka on November 17 and 18 respectively.
Yami was the mother of former NES general secretary Taw Tebin and Meka was the mother of local MLA Techi Kaso.
While condoling the deaths of the two mothers, NES General Secretary Tarh Tabin observed that Meka was fortunate enough to be a near centurion to see her own generations and his son Kaso flourishing economically as a successful businessman, politician and social activist.
“Similarly, an octogenarian Yami has seen his son Taw Tebin as a top ranked social activist and bureaucrat occupying the position of Director, Social Justice & Tribal Affairs (SJETA) of the State Government, the NES General Secretary said.

Four inmates escape from Jully Jail,
nine wardens arrested

ITANAGAR, Nov 20: In a major security lapse, four hardcore criminals escaped from the District Jail, Jully in wee hours on Thursday after cutting off the window grill with the help of a hacksaw blade.
SP Jail Michi Paku said that those who escaped from the jail includes Dora Sanjay alias Dora Tadu, Monuj Phukan and Raju Pegu who were involved in the KP Chako kidnapping and murder case as well as known bank robber Hiba Tajuk.
The district jail authority further informed that four inmates were kept in same cell of the prison.
After cutting off the window grill, the inmates managed to slip out, scaling the high Prison wall.
This is the second time that prisoners have managed to escape from Jully district jail.
Police source informed that manhunt is on to nab the four hardcore criminals.
Taking serious note of negligence of duty by the jail wardens, the Jail authority has suspended 10 of them including chief and head warden, SP stated.
It is said that out of ten, nine wardens were arrested by the police on charge of negligence and assisting the criminals to escape from the jail.
In August this year, SP District Jail had issued an order to wardens to ensure search of the ward premise as well check the doors and window grill every two hours, with the change of guard and in rotation by the duty officer and guard commander.
He further pointed out that inmates have occasionally made attempts to scale the wall and dug hole under the wall. A case is also registered with Itanagar Police Station case no.281/U/S 222/223/43 IPC against the wardens. The departmental enquiry would be soon initiated against the wardens, who were on duty when inmates escaped, SP disclosed.
With this escape, the security lapse of prison is exposed.
Now, the main question is who helped the prisoners by smuggling in hacksaw blade inside the cell. Reportedly, there is no CCTV available in any cell.

ITANAGAR, Nov 20: Leader of Opposition in Legislative Assembly Tamiyo Taga today demanded immediate resignation of Chief Minister Nabam Tuki following allegation of clearance/payment of PDS carriage bills amounting to more than Rs 35 Crores.
The latest allegation has surfaced after Maya Dolo, Proprietor of M/S Maya Dolo Enterprises, alleged that one Likha Maj who was empowered by her firm to perform and carry out contract works raised PDS carriage bill of Rs. 35,05,93,650 (Rupees Thirty Five Crores Five Lakhs Ninety Three Thousand Six Hundred Fifty) of which around Rs.10,51,78,095 was to be given to the firm. Maj allegedly did not make the payments to her as the 60% of the total amounts were allegedly used to pay the political and bureaucratic establishments.

When contacted OSD to Chief Minister strongly refuted the allegation stating that neither he had received nor withdrawn from such cheque as mentioned. OSD termed the allegations motivated by malicious intent to damage the reputation of Chief Minister.
Meanwhile, UCO bank chief manager had also nullified the allegation, stating clearly that "no such cheque has been paid by its branch".
UCO staff were miffed that the bank's name was being "unnecessarily dragged into the controversy” the chief manager said.
BJP moves impeachment motion against Speaker

Governor cautions against Chinese goods
ITANAGAR, Nov 20: Governor of Arunachal Pradesh JP Rajkhowa has cautioned the people against use of cheap and poor quality Chinese goods in the North Eastern Region and elsewhere in the country.
Rajkhowa was speaking after inaugurating the Seminar; ‘India’s Foreign Policy with special context to China and Tibet’, organised by Bharat Tibet Sahyog Manch (BTSM) today at Rupa, West Kameng. The seminar is part of ‘Tawang Tirth Yatra’ organised by the BTSM.

Victim recalls ordeal of Sootea horror; appeal for remedies

ITANAGAR, Nov 20: “We were treated like animals,” recalls Jarken Gadi, one of the victims of yesterday’s violence at Sootea, Assam that was triggered by the death of a local school girl who was hit by an Arunachal registered vehicle.

By the time they reached Sootea at around 9:30 am, the violence was already at its peak.
“We were stuck. We couldn’t go ahead, neither could we move back,” he shared.
Sharing his horror, he continues, “We stopped at a hotel named Boghi where the owner hid us inside the bathroom when he saw people approaching the hotel looking for people from Arunachal.”
When the unconvinced mob forced their way inside the hotel, the owner made them run into the jungle behind the hotel.
It was then that they had to scale a 8 to 9 feet wall.
“My niece had to escape a terrible fall while we were trying to help her cross the wall. It could have been fatal for her. Even my sister and brother in law fell down trying to cross,” he says.
The group then made their way towards the jungle where they came across a house owned by one Saikia, a retired teacher.
“He helped us a lot by not letting the mob enter his house,” he said.
Even the police team was not spared by the mob when they reached the house, whom they had contacted through police control room.
“The SI was attacked in his arm with a sickle,” Gadi recalls. Even the police team was not enough for them.
Only when the CRP force reached the house, they could heave a sigh of relief. They were taken to the police station.
“When we reached the police station, we saw many people like us taking shelter. All of them injured. Even girls were not spared,” he said.
They were later escorted on their way back to Arunachal till Biswanath Chariali.
Saying that no one should face such situation again in the coming days, he fervently appealed that the state government should chalk out remedies to control such situations in coordination with its Assam counterpart.
“This ghastly situation was created by a single Arunachalee, but all of us had to face the consequence. People have to understand that we cannot always bear the brunt of other’s misdeeds. We could have been dead. We were attacked for no reason,” he reasoned.
PDS transporters call for early release of pending bills
ITANAGAR, Nov 20: The All Arunachal Pradesh PDS Transporters Welfare Association (AAPPDSTWA) have called for early release of pending PDS bills of contractors of various districts claiming that the bills have not been paid. It has written to the governor in this regard.
As per the guidelines, the state Govt should make payment to transporters first after which Govt of India is supposed to reimburse through Food Corporation of India(FCI) within three months to the state Govt.
But Govt of India has not reimbursed the payment made by the state Govt on the directives of various courts since 2005, it said in its representation to the governor. The payments so made through directives of Courts have benefited few Decree holder/contractors only, it said.
95 percent of genuine contractors have been deprived of their right to get payment. The interest on loan taken from the various banks for investment in PDS transportation business has increased manifold which has compounded the problems of PDS contractors across the state. Thus, PDS transporters are left bankrupt, the letter further read.

like Agriculture, Horticulture, Fishery, Animal Husbandry and Veterinary, Water Resource
along with Trade and Commerce, made critical observations on the Mid-
The process of the master plan preparation for Agriculture and Allied Sectors had started from the year 2012 under the patronage of the Chief Minister Nabam Tuki and the then Planning Minister Chowna Mein. It was observed that unless an integrated master plan for land based departments is drawn up, the real development in agriculture and allied sectors would not be achieved and the huge potential for economic development of the state through these sectors would not be taped. Thus, it was decided to take up the task systematically and prepare a master plan through an India based internationally reputed consultants in agriculture sector.
The master plan document is expected to be completed by April, 2016 and is expected to address the critical issues relating to alternate livelihood option for Opium and Shifting cultivations, self employment in the State, besides providing the developmental guidelines and policy suggestions to the State Government, synchronizing with the State’s Vision 2030 for agriculture and allied sectors development.

ITANAGAR, Nov 20: The Galo Students’ Union (GSU) and All Arunachal Pradesh Students’ Union (AAPSU) condemning the organisations from Assam for conducting functions within Arunachal Pradesh territory has requested the West Siang Deputy Commissioner not to allow the proposed Dhemaji Festival within the territory of West Siang.
According to the release by the student unions, the locals of Dhemaji district of Assam are going to celebrate Dhemaji Festival 2016 in the foothills of West Siang District, which lies in Kangku circle. The celebration of the festival has been confirmed by one Muhi Borgohain, Organising Secretary of the festival in a press statement as well as in a letter to Circle Officer, Kangku on Oct 1, 2015, where the organisers have clearly mentioned the venue as foothills of Arunachal Pradesh.

proposed Dhemaji Festival or any other programmes by the Assam Govt. or organisations
from Assam should not be allowed to be held within the territorial jurisdiction of
West Siang District at any cost. The union also called for posting of additional
Police personnel and permanent posting of Forest guards along the foothills of West
Siang at Kangku area and regular joint patrolling by Police & Forest personnel’s

VKVians make clean sweep of awards in State Level Children’s Science Congress
ITANAGAR, Nov 20: The projects of Lishant Tasar of Vivekananda Kendra Vidyalaya (VKV), Nirjuli was adjudged the best in the State Level Children’s Science Congress held at Arunachal Pradesh Science Centre, IG Park, here with two days programme on November 19 and 20.

All the top ten projects/finishers will represent the state in the 23rd National Children’s Science Congress 2015 to be held at Chandigarh University, Mohali, Punjab during December 27 to 31. A total of 50 participants were registered for presenting their projects of which 44 participants from 18 districts except Dibang Valley presented their projects. The projects were evaluated by a panel of experts drawn from NERIST, Rajiv Gandhi University and State Remote Sensing Application Centre.
Moreover, the second group member of the best two projects (1st and 2nd) adjudged at the state level NCSC 2015 will get an opportunity to present their projects at the India Science Congress 2016 going to be held at the University of Mysore, Mysore, Karnataka during January 3 to 7, 2016.
The winning child scientists were awarded prizes, mementos and certificates. All the participants, including the guides, escort teachers, were also given participation certificates at the valedictory function held today.

Aboh for speedy operations of mining companies
ITANAGAR, Nov 20: Minister Geology and Mining, Tirong Aboh has directed the companies to immediately start mining operations and establish the mineral based industries in the state.
Aboh was speaking at the Geology & Mining departmental coordination and review meeting of AMDOs and Prospecting Companies in Arunachal Pradesh held today at a City hotel. The meeting aimed for exploration of mineral resources in the State, stated an official release.
Chairing the meeting, Aboh said the starting of mining operations would boost the economy of the state as well as facilitate generation of direct and indirect employment. He also advised for unannounced visits and checking of all operations to be conducted by a team of senior officials.
The Minister also warned of cancellation of licence and initiation of necessary stringent action as per the provision of the relevant rules for erring activities.
In his key note address, Secretary (G&M), Dr. B.M Mishra stressed on the importance of minerals in the State and advised the Companies to give whole hearted support in exploring the minerals as well as to be a partner in the development of the State.

NAHARLAGUN, Nov 20: Cooperation Minister Jomde Kena said that he would initiate necessary and timely step to streamline the Cooperative movement in the State.
Kena, who attended the concluding day function of the weeklong 62nd All India Cooperative Week celebration at Naharlagun today, assured to initiate necessary steps for further strengthening the cooperative sector for which he sought cooperation from the departmental officers and cooperators.
Secretary (Cooperation) Nani Mali advised the participants to take up various self employment activities through cooperatives.

Addressing the function, Lower Subansiri Deputy Commissioner, Kanki Darang reminded the schools principals present that the future of the state lies in the hands of the private schools as vast majority of children are in private institutions.
“People have great faith in private institutions and you should put in hard work to maintain high standards of excellence,” said Darang. He also called upon AAPSA and all its units to ensure that the private schools run well and provide quality education to students.
The DC lamented that certain private institutions give good marks to very poorly performing students just to keep up the numbers.

He also dwelt in length on adolescence and behavioral problems, substance abuse, challenges, peer influence and the role of parents and teachers in dealing with the adolescents.
He said that drug use creates multiple negative impacts, particularly in relation to health and education risking the life of the users/addicts.
He stressed on the role of parents and teachers in preventing children from using drugs by talking to them about ill effects and future consequences of drugs use.

Attract more foreign investment
The less than expected economic growth is giving uneasy time to the people of India. When BJP government came to power there was hope that pace of economic growth will pick up. But things have not happened as per the promise and many are starting to get worried about the situation. Reserve Bank Governor Raghuram Rajan today expressed concerns over the drop in public and private investments that is hampering country's economic growth. But he held out hope that strong foreign capital flows will help rectify this weakness.
Also it is reported that RBI has cut its growth forecast for the current fiscal year
to 7.4 percent from 7.6 percent previously, well below the government’s target of
8 to 8.5 percent. The observation of RBI Governor should be taken seriously. If we
go by his assessment, it seems like weak capital investment is the key factor behind

What’s in clothing?
Dear Editor,
Ever since the ancient times, mankind have strived to define themselves and their society by making their own distinct and unique marks of identifications including languages, scripts, religions, customs, traditions, myths, etc. One of the defining elements among these is the clothing/attire that they wore. This phenomenon is equally true about India and Arunachal Pradesh where each of communities have their own distinct colours, patterns and designs that make their clothing distinctly beautiful and of which each of the community are proud of. However, it should also be remembered that this very phenomenon has also created extreme ethnocentrism and has divided the world and India into regions, caste, community, religions, class, etc.
The reaction of some of the community based leaders over the alleged ‘misuse’ of the Nyishi Community’s clothing and attire by Arunachal Justice Forum (AJF) who during its Dharna at New Delhi, clad themselves with the Nyishi Community’s clothing and attires, has stirred a new debate that the members of the society has to participate for ensuring a better tomorrow.
Firstly, no individual or leader of a community has proprietary rights and monopoly
over what belongs to the community including the attire and clothing of the community.
However, what seem to have irked the Nyishi Community in the instant case is the
alleged intention and motive behind wearing of the Nyishi community’s clothing and
attire by the members of the AJF during an alleged political agitation. While the
name of AJF itself suggest that it’s a pan-
A healthy social debate on the traditional clothing and attires and their importance has to be regenerated in Arunachal to save, preserve and promote its distinct and beautiful heritage of clothing and attires. While avoiding ethnocentrism, diversity has to be respected.

Most people in remote areas have unquestionable faith in their local political leaders and parties and gather in vast numbers in their political rallies and meetings throughout the year.
Through your esteemed daily, I would like to appeal to the Election Commission of
India to introduce a formal rule that any political party or a politician or parliamentarian
or a member of the legislative assembly or a municipal councilor addressing a political
meeting or rally anytime and anywhere within the boundary of the nation should include
a mandatory 10% of their total presentation (lecture) time in making local communities
aware of relevant local socio-
Each part of the country has its own unique issues and thus the local relevant issues important for the local population will be highlighted by their local political leaders and parties. Such active participation of politician and political parties of the nation in mass education and awareness campaign would have stronger dividends in reaching higher number of rural community members within a shorter time. Just like social messaging on social media platforms like Facebook and Twitter; positive social awareness drives packaged with election campaigns can reach the rural communities more effectively and efficiently and as an additional support to educate and cater to the poor citizens of this vast nation.
Through your esteemed daily, I would also like to appeal to the Election Commission of India to introduce the system of advance voting in India. The system of advance voting is well established in well practiced in almost all the major western democracies across the continents of the Americas, Europe and Oceania. This is a system in which interested voters who will not be able to cast their vote on the designated Election Day due to personal or official reasons get the privilege of voting earlier at designated centers on specified dates and time slots under the direct supervision of the corresponding election commission. This approach has been introduced just like the postal ballot option to include as many citizens as possible to exercise their democratic rights in electing a government and increase the percentage of people taking part in the election process of the nation be it a local, regional or national election platform. India being vast and thickly populated nation with complex local, regional and national issues; the Election Commission of India has so far done commendable job in successfully running fair election system in the nation. The introduction of the option of Advance Voting will further strengthen the pillars of democracy of the largest democracy of the world.

Laudable spirit of Chennai
Dear Editor,
As educational institutes in Tamil Nadu remain closed for rains, one wonders whether kindergarten children will sing “Rain, rain, go away” at home or be busy playing games with their parents’ smart phones.
Though Chennai and other parts of Tamil Nadu have been flooded, the city has not come to a standstill because of few spirited people.
It is because of their dedicated efforts that others can live peacefully. Rain or shine the entire medical fraternity works, be it doctors who bring new lives into this world, affectionate nurses who instil hope, or ambulance drivers or pharmacists who keep their shops open. But for the garbage cleaning staff the city would stink. Braving the weather transport staff/drivers deliver our fruits and vegetables.
Thank your milkman when you sip your coffee, your water can delivery boy, housemaid whose home may be inundated & the newspaper boy who is up at 3AM to deliver the newspaper.
